Understanding
the GEF
And whatever the GEF has done, it has not interfered with
the expansionist dynamic of US-led corporate capitalism and
its allies in the 1990s. For as Nicholas Hildyard put it in
1998,
' Whose environment gets degraded and whose protected is never
the outcome of rational policy making - of weighing up costs
and benefits and reaching a decision. It is the outcome of
the balance of political forces at any given moment - and
of the cunning use of political space by a range of contingent
alliances amongst political, economic and social actors'.
